Although public healthcare in Oman has a very good quality, public health services are generally funded through taxes and social security contributions from Omanis. In 2019, the Capital Market Authority (CMA), in Oman, launched the Unified Health Insurance Policy (“Dhamani”) which mandates all private sector employee’s, visitor’s and expatriate resident’s have a minimum amount of health insurance.
You will need to present your student visa application with an insurance policy that meets the CMA minimum standards.
The base “Dhamani” plan typically offers up to an annual limit of OMR 4,500 ($11,700 USD). Although this covers some in-patient and out-patient treatment, most families seeking private hospital treatment (e.g., Muscat Private Hospital) find the base “Dhamani” plan insufficient.
Therefore, almost all international students obtain a “top-up” or “global expat” plan which provides higher limits of $100,000 to $1,000,000 to ensure complete coverage in private wards..

When you are reviewing a policy for your family, do not just look at the premium. The “fine print” in Oman is unique due to the specific healthcare infrastructure.
1. The Waiting Period for Maternity
The right time to consider expanding your family will be critical to you as an Omani student if you’re planning to study with your spouse. Most of the private medical insurance policies available in Oman include a 10- to 12-month waiting period prior to providing maternity benefits. Therefore, you should have had this policy active for almost one year before the delivery expenses would be reimbursed by your insurance company. A C-section at a private hospital in Muscat could cost you over OMR 1500 without insurance coverage.
2. Emergency Evacuation
While Muscat has state-of-the-art medical centers, including the Royal Hospital and Burjeel, there are still certain advanced neonatal or pediatric heart procedures which may be required to be transported to Dubai or Abu Dhabi. Many cheap international health insurance plans have reimbursement methods, which require you to pay out of pocket for each medical visit in thousands of rials and then wait weeks to get reimbursed. So if you are a student with little money and looking for an affordable health plan, you need to make sure it has Direct Billing as a feature.
4. Chronic and Pre-existing Conditions
Be transparent about your family’s medical history. Many plans will cover pre-existing conditions after a “look-back” period of 12 to 24 months. If you fail to disclose a condition (like asthma or diabetes) during the application, the insurer can deny all future related claims and even cancel your policy, which would jeopardize your visa.

Work Through a Local Broker
Direct quotes from big-name insurers are often higher than what a broker can offer. Brokers like Pacific Prime or local Omani agencies have “bulk” rates. Navigating the Healthcare Network in Oman
Knowing where to receive medical treatment is as important as having health insurance in Muscat. For that reason, Muscat Private Hospital (MPH), and Oman International Hospital (OIH) are top of mind for many expatriates who need treatment in Muscat. MPH and OIH provide multilingual services and have the same type of doctors that many people would find familiar from back home.
In Sohar, the two most prominent locations for private medical care are Lifeline Hospital and Aster Al Raffah Hospitals. Before making an appointment, always confirm which hospitals are part of your provider’s “Provider Network” so you do not get surprised by the amount of money you will have to pay if you decide to receive treatment at a different location than one listed on your provider network list. Many providers group their provider network into tiers (e.g. Tier 1 – General; Tier 2 – Silver; Tier 3 – Gold). Even though you might have purchased a “silver” plan you could potentially be responsible for paying 50% of a bill incurred at a hospital categorized as “gold”.
